How Long Does the Costa Rica Residency Process Take — Start to Finish?
It depends on:
- The residency category
- The quality of the documentation submitted
- Applicant initiative
- Applicant timing logistics
- Current DGME backlogs
Realistic Overview
Step 1 — Acquisition of ALL required documents from the country of origin + those from Costa Rica
Estimated Time: 8 to 16 weeks
Before anything can be submitted to Dirección General de Migración y Extranjería (DGME), applicants must first gather the required legal documents from their home country.
Typically:
- Birth certificate
- Marriage certificate (if applicable)
- Police clearance/background check
- Pension or income proof
- Investment documentation (for Investor category)
- Passport copies
These documents must usually be:
- Recently issued (“NEW” documents are strongly recommended)
- Apostilled in the country/state of origin
- Professionally translated into Spanish by an official translator IN Costa Rica
For many applicants, the first two stages are actually the most time-consuming part of the process.
Step 2 — Initial Filing in Costa Rica
Once your documents are complete, your residency application is prepared and submitted to DGME by me in person. Normal time at the DGME: 2- 3 hours.
Preceded by:
- Government application forms
- Legal cover letters
- Fingerprinting registration coordination
- Government filing fee payment
- Residency category review
- Scheduling required appointments
At this stage, the applicant officially enters the Costa Rica residency system.
Step 3 — Waiting Period for Government Review
Estimated Time: 12 to 18 Months
The reality is that processing times at DGME fluctuate constantly.
Factors affecting approval times include:
- Current application volumes
- Internal staffing levels
- Policy changes
- Residency category
Typical ranges currently seen:
While waiting for approval:
- You are generally considered legal and protected under your filed application
- Your foreign driver’s license normally remains valid while your application is actively pending
- You are not yet enrolled in the national healthcare system (CCSS/CAJA)
- You should maintain private medical coverage during this period
Step 4 — Once you receive the Application Approval Notice (Resolución)
Applicants must then complete three steps:
- Final government payments (USD 489 for US applicants, USD 611 for Canadians & 1,300 – 2400 for other countries)
- CCSS/CAJA registration
- Fingerprint registration (if not already completed)
- DIMEX card arrangement appointment at Correos de CR or BCR bank
Only after these final steps do you receive your official residency card in 60 to 90 days.
The Good News
Once the application is properly filed, most applicants can relax considerably compared to the stressful preparation stage.
The key is: Proper preparation from the beginning.
That is precisely why experienced legal guidance matters in Costa Rica immigration processing.
Final Thoughts
The Costa Rica residency process is not usually “fast.”
But when properly structured from day one, it is very manageable.
And for most applicants, the long-term rewards of legal residency, stability, access to healthcare and banking, and eventually Permanent Residency or Citizenship make the process well worth it.
Never go it alone or with unqualified “assistance.”
Examples of thinking the preceeded very unsuccessful outcomes – and then shared with me in email requests for “help!”
- “I got a friend/relative/neighbor, etc., who knows someone working in the Immigration office.”
- “My wife/ husband/ I, along with a Tico friend, speak pretty good Spanish.”
- “The lawyer I hired was W-A-Y less expensive than X, Y, Z outfit”.

My wife, seven year old daughter and I used Laura’s services to obtain Rentisa Residency, which can be somewhat difficult. We officially moved to Samara on August 31, 2021 with our residency appointment in San Jose on November 16th. Laura was able to secure us the required fingerprint appointment on November on 13th…a Saturday, which was incredibly convenient and saved us a lot of money with car rental and hotel fees which would have been necessary with a second trip to San Jose.
On the day of our immigration appointment, Laura really shined. We bypassed the lines outside and inside the immigration office, took a seat in front of the immigration officials and were called upon immediately. After 30 minutes, we were outside of the immigration office with our Expediente numbers in hand, and were able to stay in Costa Rica while our residencies were being processed for approval.
On August 23, 2022, Laura contacted us to let us know our residencies had been approved and provided details for the remaining final steps, including paying the necessary fees, signing up for the Caja (healthcare), submitting the paperwork and taking the cedula photo at the nearest Correo (post office).

Once I settled into my Costa Rica house on the hill, I realized I would never have that “at home” feeling without legal residency. As it happened, my next-door neighbors in Nuevo Arenal had already completed the process with Laura and could not praise her enough.
